Mumbai's most ambitious underground road project is moving from paper to progress. The Mumbai Metropolitan Region Development Authority (MMRDA) is building twin tunnels linking Orange Gate, the southern terminus of the Eastern Freeway, to Marine Drive near the Coastal Road — and once operational, this corridor will do something South Mumbai commuters have long wished for. The MMRDA has said the project will reduce travel time from 40 minutes to approximately 5 minutes during peak hours, transforming one of the city's most congested east-west stretches.

The scale of the engineering is staggering. The tunnel will run under about 700 old buildings, including over a hundred heritage structures, and will also go under two railway lines as well as the Aqua line of the Mumbai Metro. The tunnel will be built about 12 to 52 metres below the ground, using an 82-metre-long slurry-shield TBM said to be most suitable for Mumbai's coastal geology and high water ingress. This is the same tunnelling technology previously proven on Mumbai's Coastal Road — the same TBM was used to bore the twin tunnels part of the Mumbai Coastal Road.

Construction officially got underway in December 2025. Chief Minister Devendra Fadnavis and Deputy Chief Minister Eknath Shinde formally flagged off the project on 3 December 2025, with the TBM launched the same day and initial tunnelling beginning on 8 January 2026. By May 2026, the project had crossed its first major milestone: MMRDA said it had completed around 250 metres of underground tunnelling using an advanced slurry shield TBM, along with installation of permanent segmental tunnel lining rings. A second machine is also being deployed to speed up work — a second TBM, being brought from Germany, will soon join the project to speed up construction.

Once complete, the tunnel will fundamentally reshape how South Mumbai moves. The project involves twin tunnels extending over 7 km beneath critical transport corridors, including Central Railway, Western Railway and Metro Line 3. It will provide direct connectivity with the Coastal Road and Atal Setu, improving east-west mobility while helping ease congestion and reduce vehicular emissions across Mumbai. Traffic modelling backs the ambition: about 14,650 vehicles are estimated to travel on the Orange Gate tunnel project in the horizon year 2029.

The project isn't without its complexities. Planners recently proposed changes to accommodate the dense urban fabric it passes through. According to MMRDA, a revised plan could help avoid heavy traffic congestion near Jawahar Bal Bhavan at Charni Road, and the authority wants to reclaim 2,298 square metres of land from the Arabian Sea near the Pransukhlal Mafatlal Hindu Swimming Bath and Boating Club. MMRDA has started seeking environmental approvals and has already submitted the proposal to the Maharashtra Coastal Zone Management Authority for clearance. Financially, the project is a heavyweight undertaking: administrative approval for a project cost of Rs 8,056 crore was granted in the 154th Authority meeting held on 10 March 2023, with the contract awarded to construction major L&T.

For homebuyers, the implications extend well beyond commute times. A five-minute link between the Eastern Freeway and Marine Drive effectively puts South Mumbai's Island City, the Eastern suburbs, and the upcoming Mumbai Trans Harbour Link corridor within the same daily radius. The tunnel is expected to become a major east-west transport corridor connecting South Mumbai to the Coastal Road, Eastern Freeway, Mumbai Trans Harbour Link, and the upcoming Navi Mumbai International Airport. That kind of connectivity upgrade historically pushes up demand — and pricing — for addresses along the corridor, particularly in premium pockets like Marine Lines, Charni Road, and Worli that sit directly on the new alignment.

With a targeted completion timeline stretching toward December 2028, the Orange Gate-Marine Drive tunnel is still years from opening to traffic. But for buyers evaluating South Mumbai real estate today, the project is already a factor worth weighing — infrastructure of this scale tends to reprice a micro-market well before the first car drives through.
